Civil Society Focal Points

In order to the integrate relevant measures into the regular system of planning, budgeting and implementation by the Government and other partners participating in the process, it is necessary to ensure active participation of civil society organizations and build partnerships between the government and non-government sectors in the PRS implementation process and wider reform processes. With this aim, the programme entitled NGO Focal Points for the PRS Implementation in the Republic of Serbia was launched in 2008.

Program purpose and participants

The programme contributed to the development of communication and cooperation mechanisms between the government and non-government sectors, definition of recommendations and opinions of a wider civil society forum, and the participation of civil society organizations (CSI) in key processes linked to the PRS implementation in the jurisdiction of the Government (policy definition, programme implementation, monitoring and reporting).

The Program involved the following qualified organizations and individuals:

Autonomous Women’s Center – CSFP for Women

The Autonomous Women’s Center has been professionally engaged in the issue of violence against women since 1993 through: consultations (more than 14.000 beneficiaries); cooperation with relevant institutions on developing a model of coordinated community action for both prevention and protection against domestic violence (30 municipalities, over 1000 educated experts); research; participation in the elaboration of national strategies and action plans; raising awareness campaigns (including the campaign of the Council of Europe); coordination of the national network of women’s organizations (23 organizations); participation in international networks and expert groups (UN Division for the Advancement of Women); regular monitoring and commenting on governmental policies, implementation of strategies and laws. The Autonomous Women’s Center submits all the analyses, research findings and suggestions to both governmental and international bodies and provides all the data to the interested public.

Civic Initiatives – CSFP for Youth

The Civic Initiatives represents a citizen association for democracy and civic education founded in 1996 aiming at strengthening civil society through education, promotion of democracy and support for an active civil status. Perceiving the necessity of work with youth on preparing them for participation in the democratization of society, the Civic Initiatives began developing a special youth programme model in the year 2000 with the aim of improving their status by encouraging youth participation. This also includes motivating and preparing youth to undertake a more active role in solving their problems, as well as the problems of the community and a wider society. The Civic Initiatives’s youth program has been implemented in 43 municipalities in Serbia.

Group 484 – CSFP for Refugees and IDPs

Reacting promptly to the refuge crisis in 1995, Group 484 was founded to provide support for self-organizing of 484 refugee families. The organization was engaged in numerous projects of direct support to refugees and internally displaced persons and gradually started to involve educational activities, research work and activities of influencing decision makers in its projects. Group 484 contributes to poverty reduction through monitoring of public policies at both national and local levels and through advocating for the recognition of the rights of migrants and other vulnerable groups, as well as the inclusion of Serbia on the positive list of EU visa regime. The organization is the associate member of UN Economic and Social Council (ECOSOC) and European Councel on Refugees and Exiles (ECRE).

Association for Promotion of Mental Health in Children and Youth – CSFP for Children

The Association for Protection and Promotion of Mental Health of Children and Youth of Niš has been implementing projects in the past eight years which are directly linked to children and young people. During that period, more than 5000 children and young people from diverse cultural, ethnical and social environments, primarily from marginalized groups – broken families, refugees and internally displaced persons, children with developmental problems, poor children, etc. – gained education. Furthermore, the Center develops partnerships with many non-governmental organizations, it is a partner of the youth network association of organizations from EU countries, and it is a local partner of the Pestalozzi children organization and implements a section of the networking project together with other organizations from 18 towns in Serbia. As the unit for project monitoring within the Ministry of Labor and Social Policy, the Center worked on capacity building of the involved organizations. As the executive partner of UNHCR, the Center implements educational and recreational programs for refugees, internally displaced persons and Roma children in Serbia and works on capacity building of partnership organizations.

Roma Information Center – CSFP for Roma

Roma Information Center – RIC advocates for the improvement of the quality of life of the Roma through exercising rights to education, improvement of social, cultural and political life. Primary activities of RIC are the encouragement of activism of women and the youth, the networking and information sharing within Roma organizations with the aim of development of the Roma civil sector in Serbia. The primary activities of RIC, in cooperation with the Government institutions, are defined within the Decade of Roma Inclusion 2005-2015 and include monitoring against indicators from action plans within four sectors: education, employment, healthcare, housing, all of which contribute to a more effective implementation of the Poverty Reduction Strategy and other priorities of the Government. As a civil society focal point organization, RIC develops mechanisms for the establishment of regular communication and cooperation between government and non-government sectors, as well as gathering of Roma civil society organizations by means of defining the recommendations and forwarding attitudes of the forum gathered around the Roma civil sector.

Amity – CSFP for Elderly

Snaga prijateljstva – Amity is an organization which works in the domain of social policy development in Serbia. The Amity organization is primarily focused on the status and quality of life of the elderly. Amity has actively participated in the development of the Poverty Reduction Strategy in the section relating to the issues of the elderly. The organization’s activities are directed at providing in-house assistance for the poor and the elderly, the development of the National Strategy on Aging and at the membership in the Council of the Government of Serbia for the Issues of the Elderly, research on the needs of the elderly relating to non-institutional social welfare in Serbia, as well as the implementation of the campaign for the development of the service for the elderly. When it comes to the Civil Society Focal Points program, Amity shall gather at least 50 organizations in the respective cluster (pensioner associations and unions, religious organizations and NGOs). Primary activities of those organizations are: the development of social services for the elderly, the development of the system of retirement and introduction of social pensions.

Center for Independent Living – CSFP for Persons with Disabilities

Center for Independent Living of People with Disabilities is an organization with a network of members that promotes the philosophy of independent living and potentials of persons with disabilities. The Center promotes a social approach to disability and advocates for the rights of persons with disabilities, acts as a resource center in creating and supervising the implementation of policies in the domain of disability, tests and proposes new solutions, provides licensed services of the provision of services and education and establishes cooperation and partnerships with important social actors at the local, national and international levels. Main activities of the Center are: advocacy, decrease in the discrimination against persons with disability, including the promotion of the rights of women with disabilities, activities on poverty reduction of persons with disabilities – personal assistance service, awareness raising on the need for creating an accessible environment, including housing and transportation, promotion of abilities of persons with disabilities.

Center for Development of Non-Profit Sector – Program Management Unit

Center for the Development of Non-profit Sector is a non-governmental, independent, non-profit institution which operates as a center of information and documentation, communication, counseling and education and research. It is a service center with the aim of advancing the position and capacity of CSFP through the collection and dissemination of information, education and other forms of expert assistance, promotion of the significance and work of CSFP, as well as through public advocacy for provision of appropriate legislative and other conditions for the development of civil society and non-profit sector in Serbia. As the programme management unit in this project, CRNPS shall provide for: 1) communication, cooperation and more efficient implementation of the project, 2) communication and cooperation between CSFP and the PRS Implementation Focal Point, 3) defining and promotion of attitudes and recommendations of civil society organizations and facilitation of their impact on the definition of policies, progammes, monitoring and reporting on the PRS implementation.

Civil Society Focal Points (CSFP) and Programme Management Unit (PMU) have developed a document titled Support for the Government of the Republic of Serbia in the Process of Institutionalization of Cooperation with the Civil Sector.
