Implementation of the Strategy for Improvement of the Status of Roma in the Republic of Serbia EUR4,800,000.00 Ministry for Human and Minority Rights, Public Administration and Local Government To promote further socio-economic development in Serbia based on higher levels of employment, a more educated and employable labour force and enhanced social inclusion of people from disadvantaged groups, with a particular emphasis on the Roma/ To support the implementation of the Strategy for Improvement of the Status of Roma in the Republic of Serbia in the areas of access to basic rights and civic participation, labour market, education, health, social welfare, adequate housing and job creation, following the recommendations of the on-going pilot actions of the City of Belgrade and EU Framework for National Roma Integration Strategies up to 2020.

Supporting the integration of refugees, improvement of living conditions of IDPs and reintegration of returnees under the readmission agreements. 2. Facilitating realisation of the rights of refugees, IDPs and returnees under the readmission agreements through legal assistance.
Support for Human Capital Development and Research EUR 18,100,000.00 Ministry of Education To contribute to improving the qualities of human capital based on strengthening of the “knowledge triangle”: education – research – innovation, as well as to enhance the effectiveness of the educational system and to assist in implementation of the Strategy of scientific and technological development of Serbia, thus contributing to the increase of innovation in line with EU standards as well as achieving a better overall level of knowledge in the society/ 1. To improve primary and general secondary educational reform and the teacher training system as a way of contributing to economic and social development 2. To foster the competitiveness of the Serbian economy by improving the link between R&D and economic development.
Support for De-institutionalisation and Social Inclusion of Persons with Mental Disability and Mental Illness EUR 5,170,000.00 Ministry of Labour and Social Affairs To contribute to enhancing the social inclusion of persons with mental disability and mental health disorders/To enable de-institutionalisation and social inclusion of persons with mental disability and mental health disorders by transforming the institutions to improve services and support development of social and health services at local level.
Preparation of Labour Market Institutions for European Employment Policy EUR 3,500,000.00 Ministry of Economy and Regional Development To speed up labour market reform in line with the EU standards/ To improve the impact of Serbian employment policy.

Capacity Building of Institutions Involved in Migration Management and Reintegration of Returnees in the Republic of Serbia EUR 2,000,000.00 Commissariat for Refugees of the Republic of Serbia Contributing to the establishment of a Migration Management Mechanism in the Republic of Serbia in line with the EU acquis. Improving the conditions of preschool education for children, especially those from vulnerable groups, through improvements in the quality of preschool programmes and expansion of preschool institutions’ capacities.

Contributing to social inclusion and poverty reduction by enabling greater access to mainstream education in Serbia for children from marginalised and special needs groups. Increasing the inclusion of children from marginalised and special needs groups in the preschool and primary education system and reducing their dropout rate by formalising and broadening the support provided by teaching assistants and community liaison coordinators.
Fostering Social Inclusion through Strengthening Institutions that Provide Community-based Social Protection Services (Social Inclusion) EUR 5,800,000.00 Ministry of Labour and Social Policy The project contributes to the objective of improving social inclusion and reducing poverty among the most vulnerable groups in society (children with disabilities, women in rural areas and Roma) through rationalisation and decentralisation of social protection services and development of community-based alternatives. The purpose of the project is to reduce the number of children with disabilities placed in large-scale residential institutions in Serbia by supporting and strengthening local community-based services that foster employment of vulnerable categories of youth and women.
Support to Refugees and Internally Displaced Persons (IDPs) EUR 6,210,000.00 Commissariat for Refugees of the Republic of Serbia
Ministry for Kosovo and Metohija
Contributing to resolving the problems of refugees and IDPs in Serbia while ensuring them full access to their rights.
Component 1: Housing and Income-generation Support – Support to integration of the most vulnerable refugee families through the provision of durable solutions, and to livelihood enhancement of IDP families in Serbia.
Component 2: Legal Aid/Assistance and Information Provision – Improved provision of legal aid/assistance and increased availability of timely and accurate information necessary for realization of the rights of IDPs and refugees in Serbia.
National Employment Service’s (NES) Forecasting and Data Management EUR 1,500,000.00 Ministry of Economy and Regional Development Decreasing the level of unemployment in the Republic of Serbia.
(1) Upgrading NES performance in the following areas: (i) monitoring and forecasting of labour market trends and (ii) monitoring and evaluation of active labor market programmes.
(2) Increasing the efficiency and effectiveness of the NES through quicker access to the active database, storage of archives and easier access to the Integrated Information System (IIS).
Municipal Infrastructure Support Programme – MISP EUR 55,400,000.00 Municipalities in the Republic of Serbia Strengthening capacity in Serbia, as required of candidates for EU membership, to develop and implement policy reforms on the decentralisation of local government, leading to improved local governance, better management of municipal infrastructure services, and the capacity of municipalities to programme and absorb EC investment funds for new and rehabilitated assets.
Component 1: Improved institutional and regulatory framework for municipal infrastructure services and support for public utility enterprise transformation.
Component 2: Improved municipal infrastructure programming and project preparation. Component 3: Implementation of selected municipal infrastructure projects.
Systemic Development of Elementary, Practice Based Adult Education in Serbia (Second Chance) EUR 7,500,000.00 Ministry of Education Institutionalising a modern, functional, adult education system, which will help to increase employment opportunities and contribute more efficiently to poverty reduction, social cohesion and national economic recovery. Establishing a functional elementary adult education system in Serbia that is accessible and adaptable to the needs of adult learners, focused on life skills and competencies and based on lifelong learning.

Implementing the National Strategy to Fight Drug Abuse in Serbia EUR 1,500,000.00 Ministry of Health Successful implementation of the National Strategy to Fight Drug Abuse. (1) Assistance in the development of and support to appropriate structures and systems required for the implementation of the “drug demand reduction” component of the National Strategy to Fight Drug Abuse; (2) strengthening the capacities of the Ministry of Health for strategy implementation.
Support to the Health Care Accreditation Agency EUR 1,500,000.00 Ministry of Health Improving health care in Serbia. Internalising continuous service quality and delivery improvement within the system. (1) Continuous improvement of the quality of health service delivery in the Serbian health sector; (2) capacity building support to the Health Care Accreditation Agency and promotion of balanced internally (professionally/institutionally) driven quality improvement processes through external assessment mechanisms.
Municipal Support Programme (MSP) Serbia EUR 23,000,000.00 Standing Conference of Towns and Municipalities, local governments in cities and municipalities in the Republic of Serbia Contributing to improved governance and economic development in Serbia through support to all aspects of the decentralisation of responsibilities and competences from central to local level. Improving the capacities for good governance and municipal management at the local level with a view to improving local services to citizens, and enhancing local economic development by strengthening local organisations, the Standing Conference of Towns and Municipalities and local-central government cooperation
Health Sector Reform Emergency Medical Services (EMS) EUR 10,000,000.00 Ministry of Health Improving Emergency Medical Services (EMS) in Serbia as part of the overall reform of the health system in Serbia. Carrying forward health sector reforms by improving the capabilities and capacities of EMS units in Serbia.
Regional Socio-Economic Development Programme EUR 21,000,000.00 Ministry of Economy and Regional Development Strengthened capacity in Serbia to develop and implement regional development policy for more balanced territorial socio-economic development. Component 1: Assistance to Regional Policy Development at National Level – increased capacity at national level to plan and implement integrated regional development policy; Component 2: Support to the Regional Development Agencies – increased development planning and implementation capacities of RDAs, participating municipalities and other local stakeholders.
Implementation of Priorities in the Area of Human Rights and Protection of National Minority Groups EUR 1,500,000.00 Agency for Human and Minority Rights Support for human rights standards and minority protection in Serbia and aligning them to EU standards. (1) Implementation of European Partnership priorities in the field of human and minority rights; (2) fulfilment of all obligations deriving from membership in the Council of Europe, particularly with regard to the European Convention for the Protection of Human Rights and Fundamental Freedoms and the Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.
