In the late 1970s, Eurostat, in cooperation with Member States’ representatives, developed the European System of Integrated Social Protection Statistics (ESSPROS) in response to the need for a specific instrument for statistical monitoring of social protection in EU Member States.
The data on the Republic of Serbia have been collected regularly and published on the Eurostat website since 2010.
ESSPROS is a common framework that facilitates international comparisons of administrative national data on social protection. It provides a coherent comparison between European countries of data on social benefits to households and their financing. The information collected includes expenditures on social protection, receipts and expenditures by schemes, pension beneficiaries and net social benefits.
ESSPROS is composed of the core system and two modules. The core system contains annual data from 1990 onwards, while modules contain supplementary statistical data on particular aspects of social protection:
- module on pension beneficiaries,
- module on net social benefits.
To enhance the system for monitoring and measuring all dimensions of social exclusion, it is essential to align the administrative social protection data collection system with the EU standards. The first step towards alignment is a comparative analysis that should provide the basic information about the current level of alignment/misalignment of our administrative system with the EU standards, accompanied by further development of capacities and institutional arrangements for the full establishment of the ESSPROS system.
