At the proposal of the Ministry of Foreign and Internal Trade and Telecommunications, on 14 March 2013, the Government of Serbia adopted the Action Plan (2013–2014) for the Implementation of the Electronic Communication Development Strategy 2010–2020 and the Decision Amending the Strategy for Switchover from Analogue to Digital Broadcasting. The Action Plan defines activities including broadband access development, introduction of new multimedia services, implementation of the analogue to digital migration and stimulation of pilot projects.
Amendments to the Strategy aim to facilitate improvements to the regulatory framework required for a successful digital migration and to define the necessary steps in informing citizens.
Plans for the third and fourth quarters of 2013 include adopting the Broadband Networks and Services Development Strategy until 2016, developing a proposed model for stimulating broadband access development and carrying out an analysis of the current situation of the built electronic communication network in the Republic of Serbia as the basis for broadband access development. Operators, institutions and organisations responsible for implementing specific activities have been defined.
The Social Inclusion and Poverty Reduction Unit will develop a proposed model for a vulnerable citizens’ assistance scheme with the aim of providing support in the digital migration.
