Raising the Capacities of Local Stakeholders for Further Advocacy of the Rights of Representatives of Vulnerable Groups in Local Communities Supported Through Lip 2

Tim za socijalno uključivanje i smanjenje siromaštva - SIPRU - logoUnder a public call held in late 2020 the Social Inclusion and Poverty Reduction Unit of the Government of the Republic of Serbia has selected the organisation Centre of Modern Skills from Belgrade to design and implement webinars on the topics of public advocacy, fundraising, drafting policy proposals and public performance for partners in projects supported under the second phase of the programme “Local Initiatives Programme for social inclusion and poverty reduction – Support to the development of innovative models for social inclusion – LIP 2”.

The implementation of trainings started in early March 2021.

Public advocacy webinar

The objectives of module 1 were the presentation of the concept of public advocacy and determining opportunities to apply the acquired competences in campaigns run by participants in their local communities advocating the rights and interests of target groups recognised in project initiatives under LIP 2.

Basic definitions of public advocacy:

“Public advocacy is an organised political process run by people, whereby all interested citizens, particularly those unprivileged or marginalised, understand their rights and power, and utilise them to successfully and equitably participate in the process of decision making at all levels with the intent to introduce systemic equality and justice and have a positive impact on the quality of people’s lives.”

“Public advocacy is defined as the promotion of an idea or impact on policy, financial flows and other politically determined activities.”

“Public advocacy is a set of activities aimed towards decision makers with the aim of achieving social change.”

Webinar on public policy making

The objectives of module 2 were the presentation of public policy as the basis for improving the local community in various social aspects and importance of drafting public policy in a broad consultative process of relevant stakeholders and citizens.

The idea of public policy – definition and key terms

Public policy is a government activity executed through strategies and operational methods, as a response to specific social issues.

Public policies are adopted in a political process of decision making on public issues, consisting of three mutually linked and inseparable dimensions of policy (in English, unlike in Serbian, there are three different words for these).

  • Politics – political decision making based on the power and interests of political stakeholders stemming from election results, but characterised by a certain degree of advocacy and irrationality in decision making due to the imperative of regaining power and, in certain moments, pandering to the electorate;
  • Policy – the content of political decision making aimed at rational solutions to problems, by choosing one among several alternative solutions for one and the same issue;
  • Polity – institutional framework wherein the political decisions of every political community are made, and includes formal procedures for political decision making.

The objectives of module 3 were increasing knowledge about methods of fundraising and presentation of the importance of a strategic approach to fundraising.
