On July 15th, general director of the Belgrade Open School Vesna Đukić and Manager of The Social Inclusion and Poverty Reduction Unit (SIPRU) of the Government of Serbia Žarko Šunderić signed the Contract on Cooperation in order to support SECO – sector for human resources and social development (HRSD SECO).
The Contract on Cooperation aims to provide financial assistance and support to HRSD SECO in order to stimulate greater participation of CSOs in the process of programing international development aid, primarily IPA II.
In March 2011, the European Integration Office established a consultation mechanism with civil society organizations (CSOs) called SECO mechanism. SECO is a mechanism of civil society-public sector cooperation in planning and utilization of international development assistance funds. One of SECO network is HRSD SECO which comprises a large sectorial area and monitoring of significant reforms related to education, employment, social inclusion, health and youth. The HRSD SECO is managed by a consortium of organizations: Belgrade Open School (leading organization), Belgrade Fund for Political Excellence, European Movement in Serbia and Smart Kolektiv.
This Contract on Cooperation is important for the HRSD SECO because it helps CSOs to involve and contribute in the planning and utilization of IPA II. Besides that, this collaboration is aimed at raising awareness of state institutions’ representatives regarding the importance of participation of CSOs in this process.
