Considering that local authorities have a highly significant role in facilitating the access to social rights for young people from disadvantaged neighbourhoods and the improvement of their status, the Youth Department of the Council of Europe invited local and regional authorities to devise and implement specific activities or projects which contribute to the implementation of the project Enter! Recommendations.
In 2015, the Committee of Ministers of the Council of Europe adopted the Enter! Recommendations, which should be implemented in order to enable young people from underdeveloped areas, who are at risk of poverty, discrimination or social exclusion, to gain greater access to social rights, thus creating equal conditions for the development of knowledge, skills and competencies.
The support measures provided by the Council of Europe through the implementation of the Project include, inter alia, the transfer of expertise and experience; institutional and / or educational support; capacity building; opportunities for networking and peer learning.
Local and regional authorities or their partners interested in the partnership with the Council of Europe may apply for participation in the project until 31 August 2018.
