State Secretary at the Ministry of Labour, Employment, Veteran and Social Affairs Vladimir Ilić opened the second workshop entitled “Coordination and Cooperation of Local Self-Government Units and Public Administration Bodies in Implementing Social Welfare Policy” on 10 April in Aranđelovac.
During the opening of the event, State Secretary Ilić noted that the social welfare system in the Republic of Serbia has been undergoing a process of intensive reform during the past decade and a half. The beginning of the reform processes was also marked by the Strategy for the Development of Social Welfare from 2005, defining the basic goals, tasks, and principles of the development of social welfare, such as providing quality services in social welfare and developing a network of services at the community level through territorially and functionally accessible services.
Throughout the one-year implementation of the Regulation on targeted transfers, reminds Ilić, the Ministry of Labour allocated funds twice based on targeted transfers to a total amount of RSD 1,101 million, namely: RSD 400 million in 2016, and RSD 701 million in 2017, encompassing a total of 123 local self-governments.
The State Secretary noted that the process of deinstitutionalization and transformation of social welfare institutions for beneficiary accommodation is continuing, and noted as particularly important that the Ministry is continuing to expand the coverage of beneficiaries without reducing current social expenditures, always paid in time.
The “Coordination and Cooperation of Local Self-Government Units and Public Administration Bodies in Implementing Social Welfare Policy” workshop is being organized as part of the European Progress programme.
