The Ministry of Education, Science and Technological Development of the Republic of Serbia published a Digital Competence Framework – Teacher for a Digital Age in accordance with the Strategy for the Development of Education in Serbia by 2020, recognizing the importance and role of new technologies for improving the educational system and Guidelines for improving the role of information-communication technologies in education.
The framework presents added value to existing reform initiatives in this field, such as: continued investments in the information infrastructure so that it is cost-effective in the long-term, while the distribution is more just, a reform of the curriculum where digital competence has been recognized as inter-subject competence and where the development of competence is approached holistically, with a focus on achieving standards and achieving learning outcomes, changes to curricula for primary schools so that Information and Computer Science becomes a mandatory subject, development of the framework for self-evaluation and assessment of electronic maturity of schools, piloting electronic journals, organizing relevant trainings for education staff, etc.
Digital competence is increasingly becoming a competence of key importance for all employees and citizens. Basic digital competence, viewed in the long-term, is generated in the education system, while the level of digital competence of students, inter alia, depends on the level of digital competence of teachers. Therefore, teachers are expected to have an adequate level of computer, information, digital and media literacy, as well as to be familiar with modern concepts, methods and tools in the fields they teach in, assuming a purposeful use of ICT.
Digital Competence Framework – Teacher for a Digital Age has been created with the goal of supporting teachers in the education system in Serbia in the process of integrating digital content into everyday practice. The document states and defines skills, goals and expected outcomes comprising the corps of digital competence of the teaching profession. Teachers can use the document to assess their own skills and contemplate their own practice, as well as to identify the next steps for their professional development. For trainers, this document can be useful to improve the quality and relevance of professional programmes, while decision-makers can use it to assess and revise existing regulation and create support programmes.
The document was created by the Expert Group for support to the participation of the Republic of Serbia in the thematic working group “Digital and online learning and development of inter-subject competences with a focus on information-communication technologies” as part of the Open Method of Coordination in the field of education and training of the European Union, with the drafting of the document supported by the British Council as part of the project “New Technologies in Education”.
