In April 2014, the European Roma Rights Center – ERRC published a report on overrepresentation of Roma pupils in schools for the children with developmental problems.
The Report is a result of a survey of the achievements of four years of implementation of the 2009 Law on Basics of Education, the adoption of which formed basis for substantial changes in the inclusive educatio of the Roma.
The data collected refer to the school years 2011/12 and 2012/13 and include data from 31 specialised schools for pupils with developmental problems in Serbia. According to the Report, the number of Roma children enrolled in the so called “special schools“ is decreasing slowly and the share of them in the total number of pupils in these schools is up to 70%.
The Survey is complemented by a poll conducted on 10 locations Serbia-wide, in 128 households where Roma pupils attending “special schools” live. A team of 16 Roma interviewers talked to the parents and foster parents about the processes that resulted in enrollment of their children in “special schools“.
