UN WOMEN in collaboration with i the Coordination Body for Gender Equality, Social Inclusion and Poverty Reduction Unit of the Government of Serbia and Republic Secretariat for Public Policies initiated the process of Evaluation of the National Strategy for Improving the Position of Women and Promoting Gender Equality (2009-2015) and the National Plan of Action for the Implementation of the National Strategy for Improving and Promoting Gender Equality 2010-2015.
In 2010, the Government of the Republic of Serbia adopted the National Strategy for Improving the Position of Women and promoting Gender Equality (2009-2015) and it’s National Plan for Action (2010-2015), which set the basis for systematic measures to ensure women’s human rights are inseparable part of the universal human rights and, as such, guaranteed, respected and protected.
The Strategy defines six strategic priorities:
- Increasing women’s participation in decision-making processes and achieving gender equality
- Improving the economic status of women and achieving gender equality
- Achieving gender equality in education
- Improving the health of women and promoting gender equality in health policy
- Preventing and combating all forms of violence against women and to provide a comprehensive system of protection for women victims of violence
- Eliminating gender stereotypes in the media and the promotion of gender equality
Although equality between women and men is an integral part of the legislation system of the Republic of Serbia, existing data shows that women in Serbia have a weaker position than men in different areas of socio-economic life, such as participation in the labor market and employment, earnings, participation in public and political life, experience of discrimination and gender-based violence, etc.
The objective of the evaluation is to carry out an assessment of the progress made under the National Strategy for Improving the Position of Women and promoting Gender Equality (2009-2015) and the Plan of Action for the Implementation of the National Strategy for Improving and Promoting Gender Equality (2010-2015), through the indicator based assessment and participatory evaluation that will include key stakeholders, including civil society organizations and to outline key priorities for the new policy cycle.
The plan for evaluation will go in line with the process of drafting the new National Strategy for Gender Equality and will provide evidence based information that will ensure that the process of drafting new Strategy is in line with current priorities in the field of gender equality as well as set the basis for effective implementation.
Having in mind that the New Strategy will be drafted during autumn, the findings from the Evaluation will be available in Mid-September and will contribute to the final drafting of the new Strategy for Gender Equality. The final Evaluation Report is expected in Mid-October.
