In line with the social protection reform, reflected in the development of integrated social protection through the development of services, pluralism of providers, improvement of the quality of service and professional work, as well as deinstitutionalization, the Youth with Disabilities Forum in partnership with the association of citizens “Ideas” developed the “Family counsellor for families with members with disabilities” service. The Family Counsellor is an innovative service in the system of social protection, and its basic objective is to strengthen the family resilience of families of persons with disabilities, regardless of whether it is a family with a child with disabilities or a family with an adult member with disabilities. The purpose of the service is to contribute to the preservation of the integrity of the family and to the improvement of the quality of life of all members in various developmental stages of family life.
During 2015, this service was used by 25 families from 14 cities/municipalities in Serbia, whose members with disabilities are at risk of being placed in a closed institution, or are already in a social protection institution. The service was implemented during a three-month period and was provided by 25 “Family Counsellors” – professionals in the field of social protection who have successfully completed a five-day training program.
