The Ministry of Justice published a new version of the revised Action Plan for Chapter 23 on its website, the result of several months of a consultation process both with judicial institutions and civil society organizations.
The above version of the revised Action Plan was also submitted to the European Commission in Brussels. Its experts will provide an opinion and recommendations for further improving the text of the revised Action Plan for Chapter 23.
The Ministry of Justice emphasizes that after the harmonization of the text with recommendations from Brussels, another public review will be opened to continue the transparent and inclusive process of drafting the final version of the Revised Action Plan for Chapter 23.
Likewise, the Ministry recalls that the consultative process of amending the above document was started already in mid-2018, when over fifty institutions leading the activities on compliance with the measures and goals from the Action Plan for Chapter 23 took part in drafting the document. Furthermore, the Ministry of Justice has organized round tables for representatives of the civil sector, their comments being of great importance for revising the text of the Action Plan, as shown by the fact that more than half of the total number of NGO recommendations have been adopted.
In addition to the text of the Revised Action Plan for Chapter 23, the website of the Ministry of Justice provides all interested parties with the Report explaining what civil society organizations have sent comments, whether they were adopted or not, and with explanations of why not, if such was the case.
One important novelty in the text of the Revised Action Plan for Chapter 23 relates to the establishment of a special Coordination Body of the Government of the Republic of Serbia tasked with monitoring the efficiency of the implementation of measures and goals from the Action Plan. Furthermore, the same body will be tasked with monitoring the implementation of activities from the Strategy for the Development of the Judiciary 2019-2024, being drafted in parallel with the process of revising the Action Plan for Chapter 23.
This approach should result in maximum efficiency of the mechanism of monitoring the defined activities, and provide objective reports through strengthening responsibility for the results of implementing the Action Plan and Strategy among the lead implementing parties for the measures and activities. The deadlines envisaged in the Action Plan for Chapter 23 have been equally defined for the implementation of measures from the Strategy.
