National Report on the State of Human Capital Development was presented at a workshop held on 22 May in Belgrade as part of the “Turin Process 5” project. The report was developed by domestic experts, along with independent evaluations produced by experts from the European Training Foundation from Turin.
The event that hosted more than 50 participants from more than 30 different institutions was opened by the Special Advisor to the Minister of Education for Secondary and Adult Education Aleksandar Pajić, the Head of Operations of the European Union Delegation to Serbia Steffen Hudolin, the Head of the Operations Department at the European Training Foundation Anastasia Fetsi and the national coordinator of the fifth cycle of the Turin process in Serbia Radovan Živković.
Aleksandar Pajić recalled that the Turin process started in 2010, and at this point it is being implemented in 26 partner countries, working on analyses of the state of play of human capital development with the aim of creating vocational education policies.
Speaking of the next steps in the field of human capital development, Pajić noted that the new educational strategy by 2030 will be aimed towards the development of all levels and domains of education, and will once again emphasize the strategic orientation of the Ministry of Education, Science and Technological Development towards the improvement of the quality of Education in Serbia.
The national coordinator of the fifth cycle of the Turin process in Serbia Radovan Živković emphasized the importance of collecting and analysing data related to the domain of human capital, vocational education and the labour market, presenting the latest indicators on the quality of human capital from the Human Capital Index of the World Bank, where Serbia is ranked 27 of 157 countries worldwide. This data, he said, indicates a good educational base for the development of our economy, but also indicates elements regarding the quality of student achievements that could be improved.
The lead expert of the European Training Foundation Siria Taurelli presented the participants with the key findings and recommendations of the National Report and the evaluations by the foundation. Members of the working groups discussed the recommendations and their link to current activities, and in the end identified specific short-term and long-term measures for implementing the recommendations.
This event was implemented as part of the European Week of Vocational Skills, promoting vocational education and training through a number of round tables, workshops, trainings, exhibitions and other initiatives across Europe.
