The Regional Programme on Local Democracy in the Western Balkans (ReLOaD) is implemented by the United Nations Development Programme (UNDP) in Albania, Bosnia and Herzegovina (BIH), the former Yugoslav Republic of Macedonia, Montenegro, Kosovo* and Serbia. The implementation of the Project started on 1 February 2017, and in the next three years, its objective will be to strengthen partnerships between local self-governments and civil society in the Western Balkans by developing a transparent model of funding for civil society organisations (CSOs) from the local self-government budgets, which would be in line with the local needs. This Project builds on the good practices of the Reinforcement of Local Democracy – LOD project, which was implemented in BIH. The total value of the ReLOaD project for the entire Western Balkans is EUR 10 million, and it is being financed by the European Union with 8.5 million EUR, while the rest is being provided by the UNDP country offices and the partner local self-governments.
Local self-government units are invited to express their interest in participating in the ReLOaD project. In total five (5) local self-government units will be selected, and they will receive the necessary support for the development of transparent mechanisms for allocation of funds intended for financing of CSO projects.
Submission of Applications and Deadlines
The application process and the criteria for the selection of local self-government units are described in the Guidelines for Applicants, which, along with other application materials including the Application Form, can be found at www.rs.undp.org under the title “Procurement”.
Local self-government units must send their application in one printed copy and in electronic form (CD or USB) by sending it by registered mail service or by delivering it personally no later than 22.9.2017 at 17.00 to the following address:

* This designation is without prejudice to positions on the status and is in line with Resolution UNSCR 1244 (1999) and the International Court of Justice Opinion on the Kosovo declaration of independence.
