By RATEL’s decision, the operators Telekom Srbija, Telenor, VIP Mobile and Orion Telekom are obliged to provide universal service from 1 April. Universal service, amongst other things, entails special measures facilitating equal access of persons with disabilities and socially disadvantaged users to publicly available telephone services, including calls to emergency services, information services and public telephone directories.

Universal service should be provided to persons with disabilities and socially disadvantaged users at lower prices.
