The strategy for European Union enlargement 2013-2014 initiated a new instrument whereby for countries in the EU accession process priorities will be determined and monitored in the fields of employment and social policy – Employment and Social Reform Programme (ESRP).
ESRP is designed as a strategic process to monitor the process of European integration as the main mechanism for dialog on priorities in the field of social policy and employment and structured according to the Europe 2020 model, already applied by member states. ESRP is focused on a limited number of key priorities in the field of employment and social policy. Like the EU employment guidelines, ESRP presents solutions in three areas: labour market and employment policy, human capital and skill development policies and social inclusion in social protection policies. Additionally, the document contains horizontal aspects, such as capacity building, management and institutional reforms, as well as the use of EU funds for implementing planned reforms.
The Government of the Republic of Serbia, invited by the European Commission, drafted the Employment and Social Reform Programme (ESRP). The Social Inclusion and Poverty Reduction Unit, along with the Ministry of Labour, Employment, Veteran and Social Affairs, was competent to lead the drafting process.
The entire drafting process was open and partners were consulted and invited several times to actively partake in the drafting of this document through various consultation mechanisms. Thus the last public discussion of the final draft document ended in early September, with great response and quality comments, mostly included in the final version of ESRP.
The Employment and Social Reform Programme (ESRP) is currently in the procedure and its adoption by the Government of the Republic of Serbia is expected as soon as possible.
