By the end of 2018 the Government of the Republic of Serbia will establish a Qualifications Agency, while sectoral councils, as bodies based on the principle of social partnership, will be established by way of a proposal by the Council for the National Qualifications Framework of Serbia (NQFS).
The labour market is characterized by an unregulated system of qualifications, difficult labour force mobility and difficult communication with the world of labour. Beyond the name of the qualification and duration of education employers hiring their workforce have no other data on what certain individuals know after leaving the world of education, i.e. what their competences are and what kind of work they can perform. In order to overcome these issues and create a link between the world of education and the labour market, one of the strategic priorities of the Government of the Republic of Serbia is the implementation of the National Qualifications Framework in Serbia (NQFS) based on social partnership and a broad social consensus.
In order to engage in professional and developmental work in securing the quality of the system of qualifications (drafting qualifications standards, running a registry…) and to coordinate between the Council for NQFS and other competent institutions in all aspects of the development and implementation of NQFS, the Government will establish a Qualifications Agency by the end of 2018.
Based on a proposal by the Council for NQFS the Government will establish sectoral councils, as bodies founded on the principle of social partnerships, by the end of 2018. Sectoral councils will be competent for analysing existing and identifying new qualifications in the sector, identifying qualifications and modernizing them, identifying qualifications that no longer correspond to the needs of the sector, identifying proposed qualifications standards within the sector, analysing the implications of NQF on qualifications within the sector and proposing a list of qualifications by level and type that can be acquired by recognizing prior learning. A total of 12 sectoral councils have been proposed based on the analysis.
