A new Report on the Implementation of the Action Plan for Improvement of the Position of Roma and Sinti communities in the territory of OSCE member states has been made public. It has been published by the ODIHR/OSCE (Office for Democratic Institutions and Human Rights) and coveres the period from 2008 to 2013.
The report is divided into five categories: positive changes, visible progress, breakthroughs, no changes, negative trends.
Some of the conclusions in the report are as follows: the Roma policy has been standardized, it has been implemented at a local level and has been generally financed with more funds. However since appropriate mechanisms for monitoring and analysing the results have not been developed, there can be no conclusions drawn concerning the efficiency and effectiveness of the funding; in terms of actual results and changes in society.
Hate crimes against Roma, extremist anti-Roma rhetoric and mistreatment by the police have all shown a negative trend of growth.
