The “Strengthening Local Transparency” Project is leaning on the democratic heritage and the public’s right to know. The public has the right to monitor and supervise the work of public authorities primarily through access to information of public importance. In Serbia, this right is established by the Law on Free Access to Information of Public Importance, which was adopted in 2004.
The main objective of this Project is to enable the municipalities to enhance their understanding of the concept of transparency and apply it in their work, as well as improve the access to information of public importance. During the first phase, a survey on the transparency of functioning of 169 municipalities in Serbia was conducted. A second survey on the transparency of functioning of local self-governments is currently in progress. The results of this survey will be available by the end of May 2016. Based on the results of the first survey, the Belgrade Open School and the Toplica Centre for Democracy and Human Rights created recommendations for proactive transparency of local self-governments, they are advocating its application through the amendments of the Law on Free Access to Information of Public Importance, and with the Action Plan for the implementation of the Open Governance Partnership for 2016 and 2017.
The “Strengthening Local Transparency” Project is implemented by Belgrade Open School and Toplica Centre for Democracy and Human Rights in cooperation with the Standing Conference of Towns and Municipalities and with the support of the Delegation of the European Union to the Republic of Serbia. The Project is co-financed by the Office for Cooperation with the Civil Society of the Government of the Republic of Serbia.
