The Social Inclusion and Poverty Reduction Unit (SIPRU) and the Republic Statistical Office prepared the document: “Monitoring Social Inclusion in Serbia: Overview and Current Status of Social Inclusion in Serbia Based on Monitoring European and National Indicators” in July 2010.
The Report contributes to the establishment of the system for monitoring social inclusion and poverty reduction indicators in the Republic of Serbia. The Report provides a framework for analyzing the current status of social inclusion and poverty in our country, and indicates the current potentials for monitoring social inclusion indicators harmonized on the level of EU member states and maps the gaps in data sources for measuring social inclusion and poverty indicators in Serbia.
The social inclusion monitoring methodology should provide for a comparability of basic social inclusion indicators monitored in EU member states and the countries undergoing the EU accession process, as well as to provide insight into the specific issues of social inclusion on the transition road of Serbia.
We are inviting you to use the enclosed document in your regular activities, with the aim of identifying, implementation and monitoring the most efficient social inclusion and poverty reduction policies and improving the quality of life of all Serbian citizens.
Serbia has identified active participation in the European Social Inclusion Process as one of the important tasks in the process of EU accession. This task includes development and advancement of policies, institutional framework and methodology for monitoring social inclusion of individuals and social groups in Serbia. At the invitation of the EU, the Republic of Serbia will develop a Joint Inclusion Memorandum as soon as it acquires the status of EU membership candidate country. This document is intended to update all the existing policies that only partly deal with the social inclusion issues, and to develop a strategic framework to take into account an entire spectrum of exclusion.
Data on social inclusion and poverty represent a systematic and unbiased overview of the current situation in Serbia and are a basis for: establishment of the monitoring and assessment system; alignment of strategic frameworks and priorities in the relevant areas; development of future interventions for reduction of social exclusion and poverty in the country. Data are the basis for development of the national report on social inclusion and poverty in Serbia as part of the preparations for development of the Joint Inclusion Memorandum.
