On 27 April 2018, the Standing Conference of Towns and Municipalities organised the presentation of the Good Governance at the Local Level Index, a new self-assessment tool that should indicate whether areas such as accountability and anti-corruption, efficiency and effectiveness, equality, transparency, and participation, have fulfilled requirements set by law, as well as established good practice. The Index was developed in cooperation with the Ministry of Public Administration and Local Self-government, independent bodies, representatives of local self-governments and the civil sector in Serbia.
According to the Minister of Public Administration and Local Self-government, Branko Ružić, local self-governments and the entire public administration in Serbia had been going through fundamental reforms which should enable modern, efficient and functional administration. The Minister determined that the Good Governance at the Local Level Index was an important self-assessment mechanism for local self-governments, and that it should, by using a set of well-defined questions, give an objective picture of the current situation in towns and municipalities, as well as provide concrete recommendations for improvements in the areas of efficiency, accountability, transparency, equality, and anti-corruption.
The Good Governance at the Local Level Index will, with 120 questions referring to the functioning of local self-government in five different areas, enable local self-governments to assess their capacities, and by respecting recommendations which are an integral part of the Index, they will improve their operations. At the same time, by using formulated responses, recommendations and guidelines, local self-governments will be able to examine their resources, i.e. the efficiency and effectiveness of the procedures they implement, through a prism of needs and legitimate expectations of citizens as users of services.
The Good Governance at the Local Level Index is part of the “Enhancing Administrative Efficiency and Effectiveness at the Local Level” project implemented by the Standing Conference of Towns and Municipalities with the financial support of GIZ, within the project “Support to Public Administration Reform” implemented by GIZ.
