The Study “Providing Additional Support to Students from Vulnerable Groups in Pre-University Education” was declared one of the 12 best documents of the kind in the world published in 2014.
The Study “Providing Additional Support to Students from Vulnerable Groups in Pre-University Education” was prepared by the Social Inclusion and Poverty Reduction Unit of the Government of the Republic of Serbia and UNICEF. This study provides an overview of the institutional and legal framework, policies and measures aimed at enhancing the education of poor and vulnerable children in Serbia (with a focus on the measures within the educational and social welfare systems) and/or that should be analyzed further with respect to their social and financial impact).
The study offers recommendation for policies /measures requiring additional research /primary data collection and /or which should be additionally analyzed with a view to their social and financial impact. The analysis primarily focuses on the current measures of support to the poor children in the area of education and includes information on the selected social welfare measures, on measures initiated and implemented by the civil society organisations as well as the measures representing international best practices, which are annexed to this document as separate reports. Based on the analysis, recommendations were formulated and a set of measures proposed with cost estimates and the expected economic benefits.
