With only 50% of the children attending preschool education Serbia has one of the lowest rates of participation in Europe, while the participation of children from vulnerable groups is even lower especially with regards to Roma children, children living in poverty and children with disabilities (Roma children 5, 7%, children from poor families 9%).
The practice of preschool education and care is of uneven quality, it is insufficiently diversified, and it does not correspond with the needs of children and their parents. As an answer to this situation, the measures of current educational policy are focused on the increase of availability and fairness of the system, and also on raising the quality of preschool education through diversification of early childhood education organizational models and curricula.
