The Social Inclusion and Poverty Reduction Unit (SIPRU) published the analysis Educational Circumstances of Children using Social Protection Services (Drop-In Centre, Day Care Centre, Respite Housing and Safe House) with a Focus on the Educational Circumstances during the COVID-19 Pandemic. The analysis was made with the aim of contributing to the design of measures for more effective support within certain services of the social protection system, based on the insight into the educational circumstances of children who use social protection services.
In order to gain a closer insight into the educational circumstances of children beneficiaries of certain social protection services, data were collected and presented within five broad topics:
- General information about the service providers and children, service beneficiaries, with a description of the user profile and resources of the service providers;
- Program activities and organisation of work;
- Cooperation with the education system and others in the local community;
- Work during the pandemic and state of emergency;
- Support needs.
Special attention is paid to their educational circumstances during the COVID-19 situation.
As education is one of the key channels of social integration, and the social protection system is a kind of shield for families in times of crisis, together, these two systems have the potential to improve the living conditions and education of children significantly and contribute to reducing inequality and poverty.
The findings and recommendations of this analysis are intended for the Government of the Republic of Serbia, development partners and other actors whose actions can improve the position of these groups and achieve a greater degree of equality in access to education.
The purpose of the analysis is to provide key information needed for public advocacy, awareness change and the development of broad social sensitivity to these topics.
