What is keeping young people in Serbia from becoming entrepreneurs and making their business ideas become a reality? The study which aimed to map barriers to youth entrepreneurship in Serbia was funded through the German-Serbian Initiative for Sustainable Growth and Employment and performed by The Center for Advanced Economic Studies (CEVES). This study included the analysis of all reports and documents relevant for youth entrepreneurship and entrepreneurship in general, as well as over 110 interviews with young entrepreneurs, experts and representatives of the public and private sector. All of this provided a clear picture of the current situation which can be used to start a dialogue between all stakeholders. This dialogue can help define conclusions and guidelines on how to motivate young people to become entrepreneurs, as well as provide adequate support.
Main findings indicate that inaccessible and unstable sources of funding and non-transparent and often unpredictable fiscal and para-fiscal system are among the biggest obstacles young people face when they are starting their own business. Lack of information and necessary knowledge, skills, and abilities also present considerable obstacles; this is partly seen as a consequence of the formal education which, with its mechanisms, does not promote entrepreneurial spirit.
These and other results of the study were presented on 25 April at the premises of the Chamber of Commerce of Serbia. The presentation was accompanied by the panel discussion attended by the representatives of different institutions and organisations: Embassy of the Federal Republic of Germany, Ministry of Public Administration and Local Self-government, Ministry of Economy, Ministry of Youth and Sports, Chamber of Commerce of Serbia, the Centre for Advanced Economic Studies, BEUM and LeanPay.
