The Government of Serbia adopted the Action Plan for Chapter 22 – Regional policy and coordination of structural instruments at a session held on 4 April 2019. The drafting of the Action Plan represents a measure for opening Chapter 22.
The analytical review and assessment of harmonization with the EU acquis, i.e. the screening for Chapter 22 was held on 1 and 2 October 2014, while the bilateral screening was held on 28 and 29 January 2015.
Work on developing the Action Plan for Chapter 22 was organized and led by the Ministry of European Integration. The process of drafting the Action Plan involved a long-term consultative process with representatives of all institutions relevant for Chapter 22, primarily with representatives of public administration bodies and organizations, members of the Negotiation Group for Chapter 22, the National Convention on the EU, and other representatives of civil society. The goal was to include all stakeholders in this process, but also to harmonize the content of the Action Plan with other negotiation chapters and the requirements of cohesion policy.
The Action Plan for Chapter 22 defines measures that will be most effective in contributing to the harmonization, adoption and implementation of cohesion policy in six mutually related sections presented in narrative and tabular segments: Legislative Framework, Institutional Framework, Administrative Capacities, Programming, Monitoring and Evaluation, Financial Management and Control (including audits).
