The European Court of Auditors took down the veil of secrecy from the little-known pages of European history acknowledging that they initially opposed the accession of Romania and Bulgaria to the EU. According to the Court’s assessment, those countries needed more time to prepare for the absorption of European funds, but under the pressure of deadlines, they joined the EU.
In order to avoid the similar situation in the future, the Court recently published the Report on the absorption of pre-accession funds in Western Balkan countries. This Report indicated, among other things, the existence of poor administrative capacity and lack of political will to implement institutional reforms in some of the countries.
The Court suggests that the funding should be reduced or even suspended in order to encourage the governments of Serbia, Montenegro, Albania, Kosovo, Bosnia and Hercegovina and the Former Yugoslav Republic of Macedonia to adhere to the rules.
