A large number of regulations, unclear contracts between the National Health Insurance Fund and healthcare institutions and poor communication between the Ministry of Health and healthcare institutions, were noted as the key issues in a report on healthcare financing presented on 10 March. The document by BIRN and CINS also states that small allocations for the healthcare system are not sufficient as an explanation for the problems found in the system. The participants of the debate agreed that the Law on Public Procurement is slowing down procurements for healthcare institutions, and that it needs to be amended.
One of the key assessments in the Report is that the norms on financing the healthcare system have too many holes regarding sources of financing, methods of spending funds, responsibilities for spending, as well as the choice and expertise of persons competent for decision-making. The report states that a large number of regulations directly impacts the business policies of the institutions and the quality, and that reductions are necessary in the number of legal regulations on the financing of healthcare institutions and that they need to be systematized. Achieving this goal requires a healthcare map of the population, as the basis for forecasting resource spending and to determine the period for undertaking such research. Thereafter, the network of healthcare institutions can be organized in accordance with the needs of a given territory.
The document ‘Sources of Financing for Healthcare Institutions” is a joint project by BIRN and CINS, completed in cooperation with Legal Scanner, as part of the programme “Strengthening Media Freedom in Serbia” financed by the EU.
