After two decades, Serbia opened the first two negotiation chapters with the European Union on December 14. One is Chapter 32 on financial control and the other – Chapter 35 is more complicated and politically sensitive both because of the importance attached to it and because the outcome is uncertain. According to the common position of the European Union for Chapter 35, the progress report would be submitted at least twice a year, the criteria and conditions will change depending on the new arrangements made in the dialogue with Priština. The recognition of Kosovo is not mentioned.
Apart from the Chapter 35, particularly important chapters which must show progress are Chapters 23 and 24 on the judiciary and human rights.
