The first regional conference “Citizens First: Civil Society Requirements for Better Governance in Western Balkans” was held on 25-26 September 2018 in Belgrade, gathering over 130 participants and 60 speakers from the region of the Western Balkans and the European Union.
This is the first regional conference on public administration reform (PAR) from the standpoint of civil society, with the intent of holding such conferences biannually. Its goal was to enrich the dialogue on the topic of creating and implementing inclusive and transparent policies, keeping in mind the needs of citizens. The First Regional Report PAR Monitor was presented at the conference – one of the main results of the comparative survey on monitoring public administration reform under the WeBER project.
A special part of the conference was dedicated to projects for monitoring public administration reform by local civil society organizations, recipients of small WeBER grants. Grants were awarded so that local organizations and media, supervising and monitoring the work of the authorities, could have an opportunity to participate in local public administration reform issues.
The first WeBER conference is the closing conference of a three-year project implemented by the Think for Europe (TEN) network, in cooperation with the European Policy Centre (EPC) from Brussels.
