The European Union will continue to provide financial and political support to the civil society organisations (CSOs) in the accession countries in the next budget cycle (2014–2020). The focus will be on creation of an enabling environment and capacity building of CSOs.

The countries that wish to join the EU must have adequate legal, judicial and administrative framework for exercise of rights to freedom of speech, gathering and association, including the rights of CSOs to free and independent action.
