On 6 June 2014, Jadranka Joksimović, the Minister for EU Integration and the Jean Eric Paquet, the Directof of the EC Enlargement Directorate signed a Financial Agreement between the Government of the Republic of Serbia and the European Commission for the 2013 Republic of Serbia National Programme that includes transfer of powers to Serbia to manage a total of EUR 197.2 million made available within the framework of the first component of IPA 2013.
This non-refundable proceeds will be used for the projects of assistance to Serbia to implement the reforms in the key sectors necessary for future EU membership.
The Agreement adopts part of the national programme that the Serbian institutions are to implement independently with the EU assistance. The IPA proceeds will be used on public administration reform, enhancement of judiciary and internal affairs, implementation of the national anti-corruption strategy, private sector development, harmonization with the EU acquis, support to the energy sector, social development, modernisation of agriculture and inter-sectoral projects within the national programme.
The allocation of funds should be transparent so that the citizens will know how they are spent.
Paquet said that transfer of management authority over IPA funds is a sign of trust in the Serbian administration and added that this is also an opportunity to work on building institutional capacities.
The European Commission agreed an EUR 3 million humanitarian assistance package for Serbia.
