Getting an accreditation for independent use of EU IPA funds i.e. decentralization of the management system means that the Serbian institutions will be authorised for tendering and other planning procedures as well as the procedures of accounting of spending of the funds. The beginning of this process means additional aggravation of the problem of lack of experts for management of funds and project managers in public administration.
Currently, Serbia does not have a sufficient number of experts for developing good project proposals in English for funding from EU IPA and other funds and with a clear budget plan and objectives. It is a skill difficult to master, albeit one of the key skills in EU integration process.
In the past, Serbia’s IPA funds implementation rate was 95%, and it also managed to use well the funds of certain European programmes such as the Framework Programme 7 for research (FP7), primarily intended for the Member States.
On the other hand, in the period 2009 – 2013, Serbia paid EUR 22 million for failure to draw loans, speaking of the necessity to improve all the project management stages and the relevant human resources.
In addtion to close to IPA EUR 200 million/annum, the Republic of Serbia has at its disposal some EUR 800 million of various funds, donations and loans.
