The Government adopted the Guidelines for Involvement of Civil Society Organizations in the Adoption of Regulations on August 26, 2014, at the motion of the Office for Cooperation with Civil Society.
The goal of the Guidelines is to steer the work of public administration bodies in view of the involvement of CSOs in the processes of preparation, adoption and monitoring the implementation of regulations, in order to ensure their effective and efficient implementation.
The recommended principles guiding the involvement of CSOs include: active participation in all phases of the adoption of regulations; mutual trust between public administration bodies and CSOs; transparency and accountability; effectiveness, efficiency and cost-effectiveness; timely information on regulation adoption plans; facilitating the participation of persons with disabilities in the adoption of regulations; providing feedback on results; harmonization of participation principles in public administration bodies.
