The Standing Conference of Towns and Municipalities (SCTM) prepared models of the Rulebook on the organization and systematization of jobs in town and municipal administration, professional services and special organizations as part of its support activities for towns and municipalities in the application of the Law on Employees of Autonomous Provinces and Local Self-Government Units. During the drafting of the Model Rulebook SCTM undertook consultations with the Ministry of Public Administration and Local Self-Government – Sector for Local Self-Government.

SCTM particularly notes that the proposed documents are only models aimed at providing assistance for towns and municipalities in drafting their internal regulations, in accordance with their specific needs and the legal framework in force, as well as the work implemented in the local self-government.

SCTM drafted these models with the support of the project “Institutional Support by SCTM – Second Phase”, implemented by SCTM and financed by the Swiss Agency for Development and Cooperation.
