The second annual Regulatory Index of Serbia (RIS) was presented to the public by NALED and USAID in the beginning of June 2014. On the basis of analysis of the work of the Government of Serbia in the areas of quality, transparency and predictability in drafting regulations, promptness in law implementation, regulatory burden on the economy and availability of information, it was concluded that the quality of regulatory framework in our country reaches only 41.8% of the desired standard. The value of RIS for 2014 is significantly higher than in the previous year (31.7%), but the quality of regulations and the procedure of their adoption are a stumbling-stone for businessmen.
In order to verify the validity of RIS, NALED conducted a survey of business opinions, on the sample of 250 companies, which showed high correlation of 87.5% between the perception of businessmen and Regulatory Index. Economy requires a more stable policy, more consistent law implementation, less expensive and more efficient administration, and more transparent communication with state administration.
