At the invitation of the European Commission, the Government of Serbia launched the development of the Employment and Social Reform Program – ESRP. The Ministry of Labour, Employment, Veteran and Social Affairs, the Social Inclusion and Poverty Reduction Unit and the Office for Cooperation with the Civil Society invited the interested organisations to submit their comments on the draft measures – the second part of the Employment and Social Reform Programme (ESRP) by 3 November 2014.
The European Union Enlargement Strategy 2013–2014 introduced a new instrument to set and monitor the priorities in the areas of employment and social policy for accession countries –the Employment and Social Reform Programme (ESRP).
The ESRP is envisaged as a strategic process, which will accompany the European integration process as the key mechanism for dialogue on the priorities in the areas of social policy and employment and is modelled after the Europe 2020 strategy, already followed by the Member States. The ESRP will focus on a limited number of key priorities in the areas of employment and social policy. Much like the EU employment guidelines, the ESRP will present solutions in three areas: labour market and employment policy, human capital and skills development policy, and social inclusion and social protection policy. Additionally, the document will include horizontal aspects such as capacity building, management and institutional reforms, as well as the utilisation of EU funds for the implementation of the planned reforms.
The draft measures represent stage two of this process. In the preceding stage one, the key policy challenges, which constitute the first component of the ESRP, were defined. Institutional capacities and financing challenges for the implementation of the measures will constitute the third component of the document. The process is fully transparent and partners will repeatedly be consulted and invited to take an active part in the development of this document through different consultation mechanisms.
