The Standing Conference of Towns and Municipalities (SCTM) within the Exchange 5 Programme is announcing a Call for the selection of 6 (six) local self-governments for direct technical support for the overall process of local planning and programme budgeting.
Within the scope of this Call, SCTM will provide support to selected local self-governments in all stages of the budget cycle in the period from October 2017 to April 2019, and in particular:
- Expert assistance in the further improvement of the process of preparation of the Budget Decision in accordance with the Instruction for Programme Budget Preparation prescribed by the Ministry of Finance.
- Support during the preparation of the budget execution reports in accordance with the Instruction for Monitoring and Reporting on the Effectiveness of Programme Implementation prescribed by the Ministry of Finance. Support in this segment of the budget process will contribute to the quality assessment of the effectiveness of budget programmes and to the improvement of the programme structure for future budget cycles.
The Call was announced on 18 August and will last until 15 September 2017. Guidelines for application and accompanying documents can be downloaded from www.skgo.org.
