The Standing Conference of Towns and Municipalities of Serbia (SKGO), Ministry of Public Administration and Local Self-Government and the Council of Europe have organised, within the “Human Resources Management in Local Self-Government” project, six seminars on the preparation of the Law on Employees in the Autonomous Provinces and Local Self-Government Units. These seminars were held during 2016, in Niš, Kragujevac, Čajetina, Novi Sad, Subotica and Belgrade.
The “Human Resources Management in Local Self-Government” project is funded by the European Union and implemented by the Council of Europe in partnership with the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities of Serbia. The objective of the project is to provide assistance to towns and municipalities with the implementation of the Law on Employees in the Autonomous Provinces and Local Self-Government Units.
Through the implementation of this project the Council of Europe, the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities of Serbia want to enable local self-governments to swiftly, efficiently and painlessly reform the human resources management system in their administrations, and to adopt new principles and procedures prescribed by the new Law. The second important goal is to support the establishment of a vocational training system for local administration officers which would ensure a continuous development of their capacities, expertise and knowledge.
