Serbia is among the 47 member states of the Council of Europe with the biggest problem of overcrowded prisons, with 160 inmates per 100 places. Statistic data for 2012, published by the end of April 2014, indicate this fact. According to the Council of Europe report, Serbia ranked first in the mortality of inmates with 82 deaths per 10,000 inmates. Average population in prisons in member states of the Council of Europe is 98 inmates per 100 places, and average mortality is 28.9 per 10,000 inmates. Average costs per inmate in the member states of the Council of Europe in 2011 amounted to 103 euro per day, whereas in Serbia they did not exceed 15 euro per inmate per day.
Until 1 September 2012 there were 11,070 inmates in Serbian prisons, that is to say 153.4 inmates per 100,000 citizens, while the European average is around 150.
