Chapters 23 (Judiciary reform and fundamental rights) and 24 (Justice, freedom and security) will be among the most exacting for harmonization in the EU accession negotiations but also key to building an efficient legal state.
Depolitization of institutions and prevention of abuse of political influence are but two of the big changes that will be required from Serbia in order to start anti-corruption and create impartial, efficient and responsible institutions.
Certainly, these reforms will be a challenge for Serbia. Also, the state must ensure a higher level of protection of human rights, including freedom of expression or gathering, which will put into focus the issue such as holding of Pride Parade.
