The Standing Conference of Towns and Municipalities (SCTM) organized a national conference entitled “Programme Budget and Local Governments in Serbia” in Sava Centre on 16 July. The conference, attended by more than 250 representatives of towns and municipalities, is one of the activities within the EU-funded EU Exchange 4 programme implemented by SCTM.
In her opening speech, the Minister, Kori Udovički said: “According to the Law on Budget System, programme budgeting must be introduced by 2015 which means that the next year’s budget will be developed according to that principle this fall. Since Serbia is in a very precarious situation, it is important to clearly define the objectives and distribute the public proceeds in line with these, and programme budgeting results in enhanced transparency of allocation of funds towards fulfillment of objectives”.
“The information as to the amount of funds spent on specific purposes will have to be available and published so that each citizen will have an insight into budget allocations at the central and local level”, she added. The Ministry of Finance has tasked SCTM, which is implementing the EU Exchange 4 programme, with assisting municipalities and towns in the programme budget allocation.
