Programme Budget – Guidelines for Drafting and Relevant Models

Biznis - ilustracijaIn accordance with the instructions of the Ministry of Finance for drafting programme budgets and in accordance with the project activities on the programmes EU Exchange 4 and Institutional Support for SKGO – second phase (SDC), the Standing Conference of Towns and Municipalities (SKGO) is continuing with the implementation of a number of activities to support all towns and municipalities in the process of preparing programme budgets.

In the budget cycle for 2015, also the first year of the mandatory application of the programme budget in accordance with the Law on the Budget System, SKGO prepared initial guidelines and model documents for various phases of the cycle for budget users at the local level. Thus in this way, as well as through technical expertise, workshops and frequent consultations, SKGO strived to provide support to all towns and municipalities and at the same time determine the directions for improving all support instruments in the interest of improving the quality of the process of programme budgeting. To this end, a set of adapted documents was prepared that will facilitate the entire process of preparing local self-government budgets for 2016. The documents can be downloaded at the SKGO website and used in your work.

During the autumn of 2015, SKGO will directly support towns and municipalities in finalizing the preparation of budgets for 2016 by holding regional workshops that will ensure full coverage of all local self-governments. Aiming for additional support to towns, municipalities and city municipalities in the process of applying the programme budget, SKGO will also strive to provide responses to questions and comments arriving from representatives of local self-governments during the process of preparing budgets for 2016.
