European Policy Centre, with the support of the German Federal Government through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, organised a panel discussion “Do we have the human resources for Europe? The relevance of civil servants in the European integration process”.
Milena Lazarević, CEP Programme Director, presented the new research and the study called “Towards a Smart Staff Retention Policy for the Sustainable EU Integration of Serbia”. The study was derived from a comprehensive and methodologically robust research as a response to the identified issue of rising outflows of civil servants employed in units responsible for European integration and EU funds management and development assistance. The survey encompassed views of over 240 civil servants working on European integration activities, including EU funds management and international assistance. The study was supported by the Government of the Federal Republic of Germany and the Government of Switzerland through the Social Inclusion and Poverty Reduction Unit (SIPRU).
Jelena Stojović, State Secretary in the Ministry of Finance, highlighted that all countries in the pre-accession period increased wages as the first measure of retention of staff. The participants of the panel discussion agreed that the state would lose more money by not investing in these key personnel than they would spend by implementing financial measures for their retention.
Prof. Dr Tanja Miščević emphasised that staff retention policy was one of the biggest challenges not only in the process of public administration reform but also in the process of European integration.
