The Assistant Minister for Labour, Employment, Veteran and Social Policy in the Government of the Republic of Serbia, Branka Gajić, stated on 11 December 2014 that our country will, upon accession to the EU, have considerable funds available as part of the European Social Fund. Speaking at the conference “Preparations for the European Social Fund” Gajić noted the importance of early preparations for the administration, i.e. those who will use these funds and participate in projects, in order to make the best possible use of the money. She announced that considerable attention will be given in the future to comprehensive reforms and harmonizing the legislative and institutional system of Serbia with the EU acquis, particularly the issues contained under Chapter 19.
The field of social policy requires long-term and continued investments that will have an effect after a given period of time, she noted and added that the pre-accession funds available provide our country with relatively small funds compared to what awaits Serbia upon accession to the EU. Serbia will, she stated, endeavour to work on raising the education level of the workforce, increasing the employment rate, particularly for categories less represented in the labour market, as well as on the prohibition of discrimination on any basis aimed at full social inclusion.
The State Secretary of the Ministry of Public Administration and Local Self-Government of the Government of the Republic of Serbia, Željko Ožegović, emphasized that establishing institutional mechanisms is key for the management and implementation of European Structural Funds, comprised of the fund that is the subject of the day’s workshop. A new action plan for the reform of public administration is under preparation, fully recognizing the policy of quality human resources, their retaining and development, all part of adequate human resources management, he stated.
The Head of Operations II of the European Union Delegation José Antonio Gomez Gomez explained that the EU structural funds are aimed at, inter alia, employing the greatest possible number of people and providing better conditions for workers. Gomez, reflecting on the EU cohesion policy for the period 2014-2020, stated that its main goals are to invest in all regions equally, to direct attention to the sectors of growth, economic and infrastructure projects and to provide stimulation to employment, as well as social innovation. The European Social Fund, as he announced, will endeavour to help and respond to all youth problems, social challenges, and to resolve social imbalances.
The conference was organized by the Ministry of Labour, Employment, Veteran and Social Policy as part of the TAIEX programme of the European Commission, part of the EU accession negotiations of Serbia.
